The List Missed The Name Of Attorney General Nominee, With The Duale And Tuiya Shuffling

The list of Cabinet Secretaries nominees made public last week was yesterday presented before the National Assembly.
The Speaker of the National Assembly Moses Wetang’ula read a message from President on the nomination of ten persons for consideration by Parliament.
“Honorable Members, I wish to convey to the House that I have received a Message from His Excellency the President, notifying the nomination of various persons for appointment to the Offices of Cabinet Secretaries” read Wetang’ula.
However, conspicuously missing was the name of Attorney General appointee Ms Rebecca Miano.
More surprise was the shuffling of Defence CS nominee Adan Duale with his Environment counterpart Soipan Tuiya.
While reading out the names, Members of Parliament seemed to have been caught unawares, with some telling the Speaker to repeat who was the appointee for Defence.
The Speaker repeated, but declined to do the same when he read out the name of Duale as CS for Environment.
“I will not repeat!,” Wetang’ula retorted to MP’s request.

Others were, Dr. Andrew Mwihia Karanja as Cabinet Secretary, Ministry of Agriculture and Livestock Development, Mr. Eric Muriithi Muuga as Cabinet Secretary, Ministry of Water, Sanitation and Irrigation, Mr. Davis Chirchir as Cabinet Secretary, Ministry of Roads and Transport and Dr. Margaret Nyambura Ndung’u as Cabinet Secretary, Ministry of Information, Communication and the Digital Economy.
While addressing the MPs Wetang’ula stated “For clarity, Article 152(2) of the Constitution states and I quote; The President shall nominate and, with the approval of the National Assembly, appoint Cabinet Secretaries.”
“In view of the foregoing and pursuant to the provisions of section 8 of the Public Appointments (Parliamentary Approval) Act, of 2011 as read together with Standing Order 42(3), I hereby refer the Message from the President, together with the curriculum vitae of the nominees to the Committee on Appointments for vetting” informed Speaker Wetang’ula.
The nominees are scheduled to appear before the National Assembly’s Committee on Appointments to be vetted in accordance with section 8 of the Public Appointments (Parliamentary Approval) Act of 2011 which provides that, “the Committee to which such nomination is referred to shall consider the matter and table a report in the House within twenty-eight (28) days.”
The Committee is now expected to notify the nominees and the general public of a date from when it shall commence the necessary approval hearings before tabling its report for consideration by the House.
